karmaveer bhaurao patil Earn and Learn Scheme

The main objective of the scheme is to develop a student as a multifaceted personality with academic excellence and a commitment to an egalitarian society. India lives in her villages and to bridge the gap between rural Bharat and urban India, this scheme is basically undertaken for the benefit of students coming from the rural areas, who are economically backward, intelligent and meritorious but cannot afford higher education, needy and financially hard pressed. It inculcates in the student the idea that no work is big or small and develops a work culture with the right aptitude. It is now been announced by our Vice Chancellor, Dr.Narendra Jadhav that the scheme should be flexible to give work to those who demand it. This is a vision of keeping our youth gainfully employed as well as to contribute from civil society. This is a paradigm shift in the way we see higher education. This will make higher education accessible and available to the poor, meritorious and the marginalized.

The scheme is at present being undertaken at the graduate level in the affiliated colleges under the jurisdiction of the University of Pune. Financial assistance to the extent of fifty percent of the expenditure incurred by the affiliated College is reimbursed to the concerned on submitting the necessary papers to the Director, Board of Students' Welfare. Under this scheme those students who are interested in joining are to fill the necessary application form, which is then scrutinized by an appropriate committee. The list of students who have been finally enrolled in the scheme are to be sent to the Director, Board of Students' Welfare on or before 15th September every year, subject to the condition that the College has been given permission to undertake the scheme. The students enrolled under the scheme are given the following types of work namely-That increase their skills in areas of their study, office work, technical work and field work. However when the distribution of work is given it is seen that all students get equal opportunity to get all different kinds of work and that each student gets eighty percent of technical work and twenty percent of fieldwork. Office work includes working at the Library or any other office of the institute.

Personality Development

This is a scheme introduced by the University to develop the confidence and personality of a lady student who comes from the rural areas and are deprived sections of society. The marginalization and deprivation is double if you are a woman and from the backward or scheduled castes. The main objective of this scheme is to develop a critical mind, self-confidence and a commitment to society. The lady students are given training in health, law, and social activities. They are also given training in self-employment and all possible other activities that enhance her social confidence. This scheme is open to all regular lady students from all the affiliated colleges. Funds for organizing these activities are provided by the University. Financial assistance of Rs.10, 000/- is given for the same by the University.

Special Guidance Scheme

The basic objective of this scheme is to help those students who are deprived of the latest knowledge of the subject they undertake at the first year level. Secondly, to inculcate the urge to educate one self, and that education liberates one internally as well as externally. Thirdly, to offer guidance to students in their career choices and the relevant subjects to be pursued by them to attain their best potential. The enrollment under this scheme is basically for students who are economically, financially backward and also to the reserved category students. There is no limit on the number of students who can be enrolled under this scheme.

Financial assistance to the tune of Rs. 9,000/- only is given to the concerned college which undertakes this scheme. Any lecturer who is invited to deliver lecturers in this scheme is given an honorarium of Rs. 300/- per lecture. Students have to apply in the prescribed form for joining this scheme.

Technical work includes

Knowledge of computers, office machines such as photocopying etc. or even working at a telephone booth, while field work includes working in the garden, looking after newly planted trees, play grounds, cleanliness of the campus etc. Each student is expected to work for three hours daily.

Students working under this scheme are paid an honorarium of Rs.25 per hour as per the revised rates effective July 2013. Payment is made as per the attendance sheet, which is to be maintained by the institute/college/university. The students are requested to open a bank account at their respective places and cheques make payments. At the end of the year the respective institute/college is requested to submit the annual accounts for the scheme when the central audit scheme is undertaken.

As per the new decision taken by the University:

1) Colleges in Tribal Area shall be paid 90% of the Total Expenditure on the Scheme.

2) SC, ST, SBC, VJNT Minority & Destitute students Expenditure shall be paid 100%

3) For Remaining Colleges 75% Expenditure shall be paid by the University. The ceiling of payment to the
